Sending one message to 5,000 customers is easy. Doing it without losing your WhatsApp number is the hard part.
That number holds months of customer chats, orders, payment proofs and trust.
It’s where buyers come back when they’re ready to buy again.
Yet every day, business owners search for the best WhatsApp bulk message sender, grab the cheapest tool they find, and blast their whole contact list.
Some get lucky. Others find their number restricted, or gone for good, along with every chat on it.
That’s not bad luck.
WhatsApp’s own Terms of Service ban “bulk messaging, auto-messaging, auto-dialing” from ordinary accounts.
Back in 2019, WhatsApp said it was already removing over two million accounts every month for bulk or automated behavior.
Yet bulk messaging on WhatsApp works, and it pays.
More than 3 billion people use WhatsApp, and Meta says its paid business messaging crossed a $2 billion annual run rate in late 2025.
The difference is the road you take. Official access won’t guarantee sales on its own.
But the businesses that win build on Meta’s OFFICIAL WhatsApp Business Platform, send messages people actually want, and only message people who said yes.
This guide ranks the 17 best WhatsApp bulk message senders that run on that official platform.
For each one, you get the real starting price where one is published, how it charges on top of Meta’s fees, who it suits, and where it falls short.
You’ll also get what most lists leave out: Meta’s per-message prices by country, the US rule that blocks marketing messages, daily sending limits, free official options like Communities, and 2 free tools to pick a sender and estimate your monthly bill.
One more thing.
Most “best bulk sender” lists we found were written by a company that ranks its own tool first.
Greenlearners Technologies doesn’t make a bulk sender, so we have no tool to push.
The best WhatsApp bulk message sender for most businesses is an official WhatsApp Business Platform provider, because unofficial bulk tools break WhatsApp’s rules and put your number at risk of a ban.
Our picks: respond.io for growing teams, Wati for ease of use, AiSensy for tight budgets, Twilio for developers and 360dialog for flat-fee, no-markup API access.

What Is A WhatsApp Bulk Message Sender?
A WhatsApp bulk message sender is software that sends one message to many people at once, while each person receives it as a private chat.
Businesses use bulk messaging for promotions, restock alerts, appointment reminders, order updates, event invites and reorder nudges.
When someone replies, it lands in your inbox as a normal one-to-one chat.
But there are two very different kinds of WhatsApp bulk message sender, and picking the wrong one can cost you your number.
- Run on Meta’s WhatsApp Business Platform (the API)
- Send message templates that Meta reviews and approves
- Show delivered, read and reply numbers
- Charge Meta’s per-message fee, plus the provider’s own fee
- Can climb Meta’s sending tiers as your quality stays high
- Browser extensions or desktop programs that take over a normal WhatsApp account, usually by scanning a QR code
- Don’t use Meta’s API and aren’t Meta partners
- Often promise “unlimited” or “anti-ban” sending
- Cheap, sometimes with one-time “lifetime” prices
- Break WhatsApp’s terms, so the number can be restricted or banned
WhatsApp is clear on this.
Its Business app terms say you must not use any app that interacts with the Business app “without our prior written consent.”
Meta’s developer docs say it plainly: “Using unauthorized third-party tools is prohibited.”
That’s why this list of the best WhatsApp bulk message senders only includes official providers.
We don’t name unofficial tools, because we don’t want anyone to lose their business number.
An unofficial tool may save you $40 a month. Losing the number your customers know, plus every chat on it, can cost you far more than that in a single week.
How We Picked The Best WhatsApp Bulk Message Sender
We started with more than 20 WhatsApp bulk messaging tools that rank on Google or show up in business owners’ questions to us.
On October 16, 2026, we checked each one against six things, using the provider’s own website, pricing page and help docs.
To be clear, this is careful desk research, not a hands-on test of every tool.
Where a price or feature needs checking before you buy, we say so.
Tools that didn’t clearly confirm official access on their own site were left out.
Rankings reflect value for most businesses.
Your best WhatsApp bulk message sender may sit lower on the list, which is why we built the chooser.
Free Official Options From Meta (Try These First)
Before you pay for any bulk WhatsApp sender, check whether Meta’s own tools already do the job.
For many small businesses, they do.
1. Broadcast lists in the WhatsApp Business app
The classic, free option.
You pick up to 256 contacts, write one message, and each person gets it as a private chat.
Replies come back to you one by one.
The catch: only contacts who saved your number receive it. The app tells you this on the broadcast screen.

Best for: businesses with a few hundred loyal customers who already have your number saved.
2. Business Broadcasts in the WhatsApp Business app
Meta’s newer, built-in bulk sender.
Business Broadcasts let you “message all your customers at once, even if they haven’t saved your contact number,” with custom audiences, scheduling, buttons such as Book, Order and Call, and read and reply insights.
Open the app, tap Tools, then Business broadcasts.
It’s only available to eligible businesses in select countries, and Meta may charge per message beyond a free allowance, so check the price the app shows you before you send.
Best for: small businesses that want real bulk sending without leaving the app.
3. WhatsApp Communities
Communities are the most underrated free way to send one message to a big group of customers, and they build loyalty that broadcasts can’t.
One key difference: a Community announcement is a group post that members see together, not a private message to each person.
Use it for people who chose to join your club, and use a bulk sender for private, personal messages.
A Community connects related groups under one umbrella.
As the admin, you reach everyone at once through the announcement group.
- Room to grow: a Community can hold up to 50 groups plus the announcement group.
- Help to run it: you can appoint up to 20 community admins.
- Two-way: since 2024, members can reply to announcements, and you can create events people can respond to, with reminders.
- More privacy: members’ numbers aren’t shown to the whole Community, though admins and people in the same group can see them.
- Don’t @mention members in announcements. Tagging someone there shows their number to everyone.
How to use a Community to get leads and sell:
- Create a VIP or customer club. Post new arrivals, early access and members-only prices in the announcement group.
- Split groups by interest. A beauty store might run “Skincare,” “Hair” and “Deals” groups, so people only join what they care about.
- Use events for launches, live sessions, open days and webinars, then follow up one to one with everyone who said they’re going.
- Move buyers to a private chat. End announcements with “Message us on WhatsApp to order” and your click-to-chat link.
- Let people join by choice. Share the invite link privately with customers who asked for it, and never add people without asking.

Best for: schools, academies, churches, clubs, estates, coaches, B2B dealer networks and any brand with loyal fans.
The trade-off: no message templates, no detailed reports and no CRM sync.
4. WhatsApp Channels and Status
Both are free. A Channel sends one-way updates to followers, who can react and vote in polls.
Status posts last 24 hours and are seen mostly by people who saved your number.
Neither is a true bulk sender, but both keep you in front of customers every day.
5. Marketing messages in Meta Ads Manager
If you already run Facebook and Instagram ads, you can now send WhatsApp marketing messages from Ads Manager, to customers who opted in to hear from you.
You set it up like an ad, with the same setup and budgets.
It needs a WhatsApp Business Platform account, and you pay Meta per message, but you don’t need a third-party tool.
Our Meta ads services can set it up for you.
6. The WhatsApp Cloud API, straight from Meta
You can use the WhatsApp Cloud API without any provider. Meta charges only its per-message fees.
The catch is you need a developer to build the sending, contact lists and reporting yourself.
| Free or direct option | Reach | Cost | Best for |
|---|---|---|---|
| Broadcast lists | 256 per list, saved contacts only | Free | Small, loyal customer base |
| Business Broadcasts | All your customers, saved or not | Check the price in the app | Small businesses in eligible countries |
| Communities | Everyone in up to 50 groups | Free | Clubs, schools, fans and resellers |
| Channels and Status | Followers and saved contacts | Free | Daily updates and reminders |
| Ads Manager marketing messages | Opted-in customers | Meta’s per-message fee | Businesses already running Meta ads |
| Cloud API direct | Grows to unlimited | Meta’s per-message fee | Teams with a developer |
Once you need a team inbox, automation, CRM links or tens of thousands of messages, it’s time to pick the best WhatsApp bulk message sender for your business.
Here are the top 17.

There’s no setup or API access fee. You top up a balance and pay per message. In SendPulse’s own September 2026 price examples, a US service message cost $0.0064, versus Meta’s $0.0034 list rate, so compare its rate table with Meta’s before you send big volumes.

What Bulk WhatsApp Messages Really Cost
Even the best WhatsApp bulk message sender costs more than the price on its website.
Every official tool charges in three layers:

How Meta charges
- Per delivered message. Since July 1, 2025, Meta charges for each template message delivered, not per conversation.
- Marketing costs the most. Offers, new arrivals and invitations are marketing messages, while order updates and reminders are cheaper utility messages.
- Replies now cost money too. Since October 1, 2026, Meta charges for service messages, the replies you send after a customer messages you, at the utility rate with no volume discounts.
- Ask about free replies. Several providers report a free monthly allowance per number.
- Ad clicks give you 72 free hours. When someone messages you from a click-to-WhatsApp ad and you reply within 24 hours, messages in the next 72 hours are free.
Example Meta rates by country
Here’s what Meta charges per delivered message in some of the biggest WhatsApp markets.
These are list prices in US dollars, before any provider markup.
| Customer’s country | Marketing message | Utility message or reply |
|---|---|---|
| Nigeria | $0.0516 | $0.0067 |
| United Kingdom | $0.0635 | $0.0220 |
| Germany | $0.1365 | $0.0550 |
| India | $0.0118 | $0.0014 |
| Brazil | $0.0625 | $0.0068 |
| Mexico | $0.0397 | $0.0085 |
| United Arab Emirates | $0.0576 | $0.0157 |
| Saudi Arabia | $0.0576 | $0.0107 |
| Indonesia | $0.0411 | $0.0250 |
| Pakistan | $0.0473 | $0.0150 |
| Canada | $0.0250 | $0.0034 |
| United States | Not delivered (see why) | $0.0034 |
Approximate list rates from Meta’s rate card effective October 1, 2026, as published by Kanal and Adjoltz.
Meta can change rates every quarter, and utility rates drop with volume.
Always check the official rate card before you budget.
Some older Meta pages still say replies are free, but Meta’s service-message page confirms the October 2026 change.
What that means in real money
Two lessons jump out.
First, segmenting saves real money: sending a promotion to the 2,000 people who’ll care beats sending it to 10,000 who won’t.
Second, a 20% markup on a $413 bill is another $83 every month, so the “Markup on Meta fees” column in our table matters as much as the plan price.
Same campaign, different tools
Here’s what one campaign costs with four tools that publish clear prices: 2,000 Nigerian customers, 4 promotions a month, 8,000 marketing messages.
| Tool | Plan | Meta’s fees | Tool’s message fees | Total a month |
|---|---|---|---|---|
| Manychat (Pro) | $29.00 | $412.80 | $0.00 | $441.80 |
| Gupshup | $0.00 | $412.80 | $32.77 ($0.001 each + 6%) | $445.57 |
| Twilio | $0.00 | $412.80 | $40.00 ($0.005 each) | $452.80 |
| respond.io (Starter, yearly) | $79.00 | $412.80 | $0.00 | $491.80 |
See the pattern? Meta’s fee is 84% to 93% of each bill above.
Picking the best WhatsApp bulk message sender might save you $50 a month.
Messaging the right people, at the right pace, can save you hundreds.
These totals leave out taxes, add-ons, extra users and reply costs.
Meta now charges for your service replies, and Twilio and Gupshup also charge a fee on each incoming message.
Meta’s rates are usually quoted in US dollars, so your bank or card converts them at its own exchange rate. Keep a buffer of 10% to 15%, and ask your provider whether it can bill you in your local currency.

Sending To US Numbers: The Rule Most Lists Miss
If your customers are in the United States, read this before you buy any WhatsApp bulk message sender.
“WhatsApp does not currently deliver marketing template messages to WhatsApp users with United States phone numbers.” Source: Meta for Developers.
So a bulk promotion to US numbers won’t arrive, no matter which tool you use.
Here’s what still works for US businesses:
- Utility messages: order confirmations, shipping updates, appointment reminders and payment receipts.
- Service replies: answering customers who message you first.
- Click-to-WhatsApp ads: let customers start the chat from Facebook or Instagram, with 72 free hours of messages.
- Customers abroad: marketing messages still reach opted-in customers with non-US numbers, such as diaspora buyers or international clients.
Meta’s notice names US numbers only, so this pause doesn’t cover Canadian numbers.
For US marketing, email, SMS and ads usually do the job WhatsApp broadcasts do elsewhere.
Our guides on how to get leads and 17 marketing strategies cover those channels.
Sending Limits And How Numbers Get Banned
No tool can skip Meta’s limits. Knowing them saves you from a failed launch.
Daily messaging limits
Meta caps how many different people your business can message outside an open chat in any rolling 24 hours. According to Meta:
- To unlock 2,000, verify your business, or send 2,000 delivered template messages outside open chats within 30 days with good quality.
- After that, you move up when you’ve used at least half your limit in the past 7 days and your quality stays high.
- Since October 2025, the limit is shared across all numbers in your business portfolio.
- WhatsApp may also cap how many marketing messages one person receives from all businesses, except in the European Economic Area, UK, Japan and South Korea.
The practical takeaway: if you have 10,000 customers and a new account, plan to send in batches over several days, and start with your most engaged customers.
How numbers get restricted
Meta watches how people react to your messages. Blocks and spam reports lower your quality rating.
A low-quality marketing template gets paused for 3 hours, then 6 hours, then disabled.
If problems continue, Meta’s enforcement steps run from a warning, to a 1 or 3 day block on templates, to a 5, 7 or 30 day block on all messages, to an account lock, and finally to permanent removal from the platform.
Only message people who opted in, as WhatsApp’s policy requires. Make every message relevant to the list you send it to. Send marketing once or twice a week at most. Make it easy to say STOP, and honor it right away.
How To Choose The Best WhatsApp Bulk Message Sender For You
There’s no single best WhatsApp bulk message sender for everyone.
The right one depends on your business, your team, your budget and where your customers are:
| If you are… | Start with | Why |

Free WhatsApp Bulk Sender Chooser
Answer five quick questions to see the three senders that fit your business best.
How To Check A WhatsApp Bulk Sender Is Official
Before you pay for what looks like the best WhatsApp bulk message sender, run these checks.
They take five minutes.
- Find it in Meta’s partner list. Search the WhatsApp partner showcase, which Meta links from its partners page.
- Look for message templates. Official tools make you submit templates for Meta’s review, which usually takes up to 24 hours.
- Check the sign-up flow. Official tools connect through Meta’s own sign-up screens and your Meta Business account.
- Look for Meta’s fees. Official tools charge Meta’s per-message fees, even if they pass them on at cost.
Walk away if you see any of these red flags:
- You log in by scanning a QR code with your phone’s WhatsApp, as you would for WhatsApp Web.
- It promises “unlimited messages,” “anti-ban” or “no template approval needed.”
- It sells a one-time “lifetime license” for bulk sending.
- It offers to send to lists of numbers you bought or scraped.

Questions About WhatsApp Bulk Message Senders
For most growing businesses, respond.io is the best WhatsApp bulk message sender, because it adds no markup to Meta’s fees and pairs broadcasts with a strong team inbox.
Wati is easiest for small online stores, AiSensy is best on a tight budget, Twilio suits developers, and 360dialog gives flat-fee, no-markup API access.
Yes. The WhatsApp Business app lets you send free broadcast lists to up to 256 contacts who saved your number, and Communities let you reach everyone in up to 50 groups for free.
AiSensy, SendPulse and Superchat have free plans for getting started, but real bulk sending needs a paid plan, and Meta charges for messages sent through the WhatsApp Business Platform. For a tiny list, the free app is often the best WhatsApp bulk message sender.
Yes, when you use an official WhatsApp Business Platform provider and only message people who opted in.
WhatsApp’s terms ban bulk messaging and auto-messaging from ordinary accounts and unofficial tools, and local laws such as the GDPR in Europe and the Nigeria Data Protection Act also apply.
Unofficial bulk senders that take over your WhatsApp account by scanning a QR code put your number at high risk, because they break WhatsApp’s terms.
Official senders are far safer, but Meta can still limit or block you if many people block or report your messages, so only message opted-in customers.
In the WhatsApp Business app, each broadcast list holds up to 256 contacts.
On the WhatsApp Business Platform, new accounts can message 250 different people outside open chats in any rolling 24 hours, rising to 2,000, 10,000, 100,000 and then unlimited as your quality stays high.
You pay the tool’s monthly plan, plus Meta’s fee for every message delivered, plus any markup your provider adds.
Meta’s fee depends on the country and message type. In October 2026, a marketing message cost about $0.0516 in Nigeria, $0.0635 in the UK and $0.0118 in India.
Not with classic broadcast lists, which only reach people who saved your number.
Business Broadcasts in the WhatsApp Business app, where available, and every official WhatsApp Business Platform tool can reach opted-in customers whether or not they saved your number.
Not right now. Meta says WhatsApp does not currently deliver marketing template messages to WhatsApp users with US phone numbers.
Order updates, reminders, replies to customers and click-to-WhatsApp ads still work in the US.
A broadcast list is the free feature inside the WhatsApp Business app, limited to 256 contacts who saved your number.
Bulk messaging through the WhatsApp Business Platform uses approved templates, reaches opted-in customers at scale, and gives you delivery and read reports.
Not for small lists. The free app’s broadcast lists, Business Broadcasts and Communities are enough for many small businesses.
Once you need to message thousands of people, use a team inbox or track results, you need the WhatsApp Business Platform, through a provider or directly from Meta.
Not anymore on the WhatsApp Business Platform. Since October 1, 2026, Meta charges for service messages at the same rate as utility messages in that country.
Messages are still free for 72 hours when a customer starts a chat from a click-to-WhatsApp ad and you reply within 24 hours, and some providers report a free monthly allowance per number.
Search for it in Meta’s WhatsApp partner showcase, check that it makes you submit message templates for approval, and make sure it connects through Meta’s own sign-up screens.
Avoid any tool that logs in by scanning a QR code or promises unlimited, anti-ban sending.
respond.io, 360dialog and Manychat say they pass Meta’s message fees on with no markup.
Zoko publishes its own fee per plan, with no Zoko fee on its top plan, while Twilio adds $0.005 per message and Gupshup adds $0.001 per message plus 6% on marketing messages.
For most businesses, one or two marketing messages a week to an opted-in list is plenty.
Send order updates and reminders as needed, segment your lists so every message is relevant, and stop messaging people who ignore several campaigns in a row.
Yes. Our WhatsApp marketing services cover choosing and connecting an official provider, business verification, templates, opt-in funnels, click-to-WhatsApp ads and running campaigns.
